This publication systematizes the current state of opinion and, for the first time, develops generally applicable guidelines that can be used to resolve all cases of a foreign decision-making center and information monopoly that are relevant under German works constitution law. As a lawyer specialized on labor law in a leading commercial law firm, the author has himself advised employers on several occasions in relevant cross-border cases.
