englischBiodiversity is the foundation of life. So far the protection of biodiversity is often associated with creating and managing sanctuaries and habitats. But the question arises which policy areas have to be dealt with by politics when the goal is to create an effective and comprehensive biodiversity policy.
In this study not only social or individual factors are analyzed with regard to their impact on biodiversity but also the existing social and economic order. As a result it is concluded that a second tier of biodiversity policy is needed, focusing especially on the existing capitalistic and growth oriented economic system. In a second part, it is asked whether or not first steps towards this second tier can be already seen within the German federal administration or the parties elected to the German parliament, the Bundestag.
Biodiversität stellt die Grundlage allen Lebens dar. Häufig wird Biodiversitätsschutz jedoch noch mit Schutzgebietsschaffung und -management assoziiert. Es stellt sich jedoch die Frage, welche Politikbereiche Teil einer tatsächlich umfassenden und effektiven Biodiversitätspolitik sein müssen.
In dieser Studie werden nicht nur individuelle oder soziale Faktoren auf ihre Auswirkungen auf Biodiversität untersucht, sondern ebenfalls das Wirtschafts- und Gesellschaftssystem. Als Ergebnis der Analyse zeigt sich, dass es einer zweiten Ebene von Biodiversitätspolitik bedarf, die insbesondere systemische Faktoren und die Frage der kapitalistischen und auf Wachstum ausgerichteten Wirtschaftsordnung aufgreifen muss. In einem zweiten Teil wird betrachtet, inwiefern Elemente eines solchen Paradigmenwechsels bereits in Bundesverwaltung oder bei den Parteien im deutschen Bundestag zu finden sind – oder eben auch nicht.
