englischWith the passing of the ‘Bundesteilhabegesetz’ or BTHG (the Federal Participation Act), Germany’s legislators have linked the expectation of achieving a fundamental improvement in the participation of people with disabilities and creating equal living conditions. The long overdue separation of integration law from social welfare can be seen as a paradigm shift in state social policy. However, the implementation of key reform elements remains the responsibility of the federal states and is accordingly complex. This publication aims to take this heterogeneity into account and thus analyses the status of the BTHG’s implementation from the perspective of Germany’s federal government, its federal states and their local authorities. An assessment of people with disabilities is also key in this respect.
