This book addresses that hurdle interdisciplinarily. A factual and economic classification of data pools builds the ground for their examination in the light of competition law and recent regulatory products of the European data strategy. Against this backdrop, selected reform options are discussed focusing on a more generous practice of exemption under Art. 101(3) TFEU and on more administrative guidance for data pools. In addition, a readjustment of the Data Governance Act and the Data Act is considered while basically preferring a cautious regulatory approach with regards to data pools.
