englischThe author elaborates that the climate protection laws on the state and federal level as well as the European Governance Regulation and the EU Climate Law form a new type of policy planning law in the multi-level system, which is to be granted an independent position in the planning law dogmatics. The book takes a holistic look at energy and climate policy planning law at the European level, elaborates its characteristics, explores selected legal issues, and focuses on the first NECP planning cycle. The author makes comparatively clear that policy planning law at the federal level is conceptually unconvincing. He suggests that policy planning laws should be established nationally in other policy areas as well.
