By interpretively comparing the cities of Frankfurt/Main and Dortmund, the study reconstructs the locally specific frames which organize the discursive construction of the EU and how these discourses constitute distinct spaces of possibilities for implementing EU policies (using the example of the directive against particulate matter). The analysis reveals that both cities feature distinct stocks of knowledge about Europe which provide specific criteria of how to act “adequately” and “effectively” within the multi-level system. After all, the study sheds light on the ongoing significance of cities in times of seemingly homogenizing tendencies like European integration and illustrates the potentials of an interpretive explanation of local Europeanization processes.
Phänomene der Entgrenzung, wie sie mit der europäischen Integration einhergehen, sind immer auch lokale Phänomene, da sie in konkreten sozialräumlichen Kontexten erfahren und gedeutet werden. Die Studie rekonstruiert anhand eines interpretativen Vergleichs von Frankfurt/Main und Dortmund, welche lokalspezifischen Deutungsmuster die diskursive Konstruktion der EU in beiden Städten strukturieren und wie hierdurch distinkte Möglichkeitsräume erzeugt werden, die die Umsetzung europäischer Vorgaben (analysiert am Beispiel der Feinstaubrichtlinie) kanalisieren. Es wird gezeigt, dass beide Städte über distinkte Wissensbestände verfügen, die spezifische Maßstäbe eines „angemessenen“ und „zielführenden“ Handelns im Mehrebenensystem transportieren. Die Untersuchung verweist somit auf die fortdauernde Bedeutung von Städten auch in Zeiten einer vermeintlich homogenisierenden Vergemeinschaftung und verdeutlicht die Potenziale einer interpretativen Erklärung lokaler Europäisierungsprozesse.
