englischRegulatory impact assessments help to collect and evaluate relevant information about the target achievement and the intended and unintended effects of a law. Thereby, they contribute to improve the information base for political decision-makers. Regulatory impact assessments are characterized by an interdisciplinary approach which combines methods of social science and law. At first, the guidelines deal with central evaluation terms and the legal obligation to evaluate. Subsequently, the basic conditions for a regulatory impact assessment using the example of the exposure of personal data will be discussed. Afterwards, the central steps of the planning, realization and analyzing phase while carrying out a retrospective regulatory impact assessment will be outlined. Finally, the guidelines make suggestions of how to formulate a legal evaluation clause.
