englischDespite ambitious programmes, Germany is only making slow progress in the digitalization of public administration. This special volume examines digitalization practice in the advanced administrative services of vehicle registration, building supervision, tax return and parental benefits. Changes in organization, work processes and conditions at the enforcement level are analysed in detail and key success factors and obstacles to digitalization are identified. The study shows that the different administrations are often confronted with similar, but also specific problems due to digitalization. There is still a wide gap between aims and reality when comparing political announcements and actual needs in the local enforcement agencies.
