englischDemands for a development of direct democratic instruments, particularly after the introduction of the referendum on the federal level, are raised in Germany in the political as well as in the social spectrum. Switzerland is seen and referred to as a role model for possible regulations and procedures, because the participation rights of the people are highly developed at the federal level. The question is if and how far the Swiss regulations and experiences with elements of direct democracy can give impulses for Germany.

The study depicts possibilities but also the dangers that are likely to occur. The legal situation of Germany is shown and explained before the system of direct democracy of Switzerland, especially the initiative and the referendum, is demonstrated. Finally, the practice of the Swiss vote democracy is presented.
