This book is subdivided into three parts on precautionary regulation, global rule-making, and the inclusion of societal aspects through market-based instruments and public participation. A central message is that while facts do not logically imply norms, environmental practice shows that fact- and value-questions are closely intertwined and cannot be answered separately. The interaction of scientific expertise, political planning and law has to be organized accordingly.
