englischThe study examines the question of how the cooperation between football stakeholders and the police can be further expanded and how not only violence can be prevented but also police deployment hours and costs can be reduced. In addition to security activities by associations and clubs, preventive police measures play a special role.
The study also examines how the Bremen regulation on police costs for high-risk football matches and the related case law affect the cooperation of security actors. It is shown that the regulation is not only constitutionally questionable. It also raises a variety of consequential questions under police law and is counterproductive for cooperation on the ground.
Die Studie geht der Frage nach, wie die Zusammenarbeit zwischen Fußballakteuren und der Polizei weiter ausgebaut und dabei nicht nur Gewalt verhindert, sondern auch ein Abbau von Polizeieinsatzstunden und -kosten erreicht werden kann. Neben Sicherheitsaktivitäten von Verbänden und Vereinen spielen dafür präventiv-polizeiliche Maßnahmen eine besondere Rolle.
Untersucht wird daneben, wie sich die Bremer Regelung über Polizeikosten für Risikofußballspiele und die dazu ergangene Rechtsprechung auf die Zusammenarbeit der Sicherheitsakteure auswirken. Es zeigt sich, dass die Regelung nicht nur verfassungsrechtlich bedenklich ist. Sie wirft auch vielfältige polizeirechtliche Folgefragen auf und ist kontraproduktiv für die Zusammenarbeit vor Ort.
