These are the main questions of the qualitative examination of four local Auslaender- and Integrations(bei)raete. The study is based on a critical discussion of the theory of descriptive representation referring among others to Iris Marion Young, Jane Mansbridge and Anne Phillips.
It is shown that these boards, which exist parallel to the general structures of local affairs and raise the claim to promote political inclusion, at the same time generate forms of exclusion that foil the expected inclusion. Above all group representation fosters problematic ‘we’-‘them’-constructions of collective identity.

Welche Chancen und Risiken bietet die deskriptive Repräsentation von Migrantinnen und Migranten? Führt diese Form der politischen Selbstvertretung zu einer besseren Inklusion benachteiligter Gruppen, ihrer Interessen und Perspektiven in den politischen Prozess?
Diesen Fragen geht die qualitative empirische Untersuchung von vier kommunalen Migrantenvertretungen vor dem Hintergrund einer kritischen Diskussion der Theorie deskriptiver Repräsentation nach. Bezug genommen wird dabei u.a. auf Iris Marion Young, Jane Mansbridge und Anne Phillips.
Gezeigt wird, dass gesonderte Repräsentationsformen, die einen Inklusionsanspruch erheben, in der Praxis vielfältige Exklusionseffekte haben, die den formulierten Anspruch konterkarieren. Vor allem dadurch entstehende ‚Wir‘-‚Sie‘-Konstruktionen kollektiver Identität erweisen sich als problematisch.
