englischVolume 12 of the Yearbook of Direct Democracy deals with various topics on the development, applica-tion and systemic function of direct democratic instruments in Germany, Austria and Switzerland as well as the respective jurisdiction. On the one hand, it deals with the positions of the German parties on direct democracy. The empirical basis for this build the election programmes of the German parties for the federal and state elections between 1990 and 2017. On the other hand, so-called oppressed groups are examined along with the question whether it poses a threat to them when a majority of the popula-tion votes on issues that particularly affect minorities. Furthermore, the system functions of direct de-mocracy in the cantons and federal states of Austria, Germany and Switzerland are analysed based on data from the "Navigator to Direct Democracy". In addition, the narrative and governmentality of partici-patory democracy are explored.
