Its central question is whether the political changes observed in party systems since 2000 have brought about a qualitative change in clientelism. For example, does more competition between patrons lead to a loosening of control on clients?

For this purpose clientelism is considered in its functional dimension, as a special form of political and social inclusion, allowing an investigation of the phenomenon beyond its typical normative assessment.
