englischThe book presents a comparative analysis of crisis governance in France, the United Kingdom (England), Sweden, Poland, and Germany, using the example of the COVID-19 pandemic. It particularly focuses on the role of municipalities as resilience-promoting institutions and their coordination with higher administrative levels. It explores the influence of different administrative cultural contexts on the institutional design of crisis governance and administrative actions during the COVID-19 crisis. Finally, some lessons for more resilient governance structures in crisis situations are derived from the comparative analysis.

In dem Buch wird eine vergleichende Analyse von Krisen-Governance in den Ländern Frankreich, Vereinigtes Königreich (England), Schweden, Polen und Deutschland am Beispiel der Coronapandemie präsentiert. Dabei werden die Rolle der Kommunen als Resilienz-fördernde Basisinstitutionen und ihre Koordination mit den übergeordneten Verwaltungsebenen besonders in den Blick genommen. Es wird herausgearbeitet, welcher Einfluss von den unterschiedlichen verwaltungskulturellen Kontexten auf die institutionelle Ausgestaltung der Krisen-Governance und das Verwaltungshandeln in der Corona-Krise ausging. Schließlich werden aus der vergleichenden Analyse einige Lehren für resilientere Governance-Strukturen in Krisensituationen abgeleitet.
