It particularly focuses on the role of municipalities as resilience-promoting institutions and their coordination with higher administrative levels. It explores the influence of different administrative cultural contexts on the institutional design of crisis governance and administrative actions during the COVID-19 crisis. Finally, some lessons for more resilient governance structures in crisis situations are derived from the comparative analysis.
