englischThe study analyses the international human rights framework regarding police work in general and then systematises international and national human rights standards that are binding for Nepal Police. A review of the practical implementation identifies deficiencies which, when addressed, enable the standards to be fully incorporated into basic and advanced training of Nepal Police.
In this respect, the study functions both as a basic source of information for the development of human rights standards for practical police work in and outside Nepal and as a benchmark for possible scientific or practical monitoring projects at national and international level.
Die Studie analysiert die internationalen menschenrechtlichen Rahmenbedingungen für den repressiven Arbeitsauftrag der Polizei im Allgemeinen und zielt darauf ab, die für die Arbeit der Polizei in Nepal verbindlichen internationalen und nationalen Menschenrechtsstandards herauszuarbeiten und zu systematisieren, damit diese sodann in voller Breite in die konkrete Aus- und Fortbildung der nepalesischen Polizei Eingang finden können.
Aus diese Weise fungiert das Werk sowohl als grundlegende Informationsquelle zur Erschließung menschenrechtlicher Standards für die praktische Polizeiarbeit in Nepal als auch als Prüfmaßstab für etwaige wissenschaftliche oder praxisbezogene Monitoring-Projekte auf nationaler und internationaler Ebene.
