englischIn recent decades, a subsystem for Internet policy has emerged in Germany’s political system. It is here where major decisions on the development and use of the Internet in Germany are made. This book provides a first detailed analysis of this development. On the one hand, it describes the two decades of German Internet regulation. On the other hand, it provides a comprehensive framework for analysing emerging subsystems. Applied to the case of German Internet policy, it makes clear how political actors were able to establish fundamental beliefs regarding problems and solutions in Internet regulation and how these beliefs in turn led to the specific institutionalisation of a new policy subsystem.
