englischWhy do some states use public-private partnerships for public procurement and service delivery much more intensely than others? There are now a lot of case studies from different disciplines on PPP, but macro-comparative studies have so far been scarce. Against this background, this study tests a range of variables that are seen as connected with high (or low) PPP activity in 14 selected Western European countries; using the example of PPP, it thus contributes to our knowledge of the ‘transformation of the state’. Due to the low number of cases examined, this study addresses methodological questions in more detail. As a result, a clear north-south divide in the use of PPP was observed (with the exception of Great Britain). With regard to the variables tested, a low number of veto players and a pluralist system of interest groups turned out to be favourable conditions for a high level of PPP activity among the selected countries.
