The recognizable densification of use of the geological subsurface will lead to the application of planning law instruments as a basis for setting priorities for its use as well.
The study examines whether the instruments of sectoral law applicable to the approval of underground projects are capable of balancing the diverse demands on space. Since interdisciplinary planning is fundamentally the responsibility of spatial planning, it will be examined to what extent the subsurface can already be effectively controlled at the level of spatial planning.
Auf der Erdoberfläche werden zur Steuerung der Ansiedlung von Vorhaben die bekannten und bewährten Instrumente des Raumordnungs- und Fachplanungsrechts genutzt. Die erkennbare Nutzungsverdichtung des Untergrundes wird zur Anwendung planungsrechtlicher Instrumente als Grundlage für die Setzung von Prioritäten auch bei dessen Nutzung führen.
Es wird untersucht, ob das für die Zulassung untertägiger Vorhaben anwendbare fachgesetzliche Instrumentarium in der Lage ist, die vielfältigen Ansprüche an den Raum in Ausgleich zu bringen. Da fachübergreifende Planung grundsätzlich der Raumordnung obliegt, wird untersucht, inwieweit der Untergrund schon auf dieser Ebene effektiv gesteuert werden kann.
