englischSecuring a sustainable nationwide drinking water supply in Germany is being put to the test due to challenges that have already changed and are still changing, above all climate change. The quality and quantity of drinking water are increasingly at risk, which is already triggering conflicts of use. The author examines the changes and challenges jeopardizing the drinking water supply and places them in the legal system. The deficits resulting from the resolution of conflicts of use on the basis of the existing legal situation are worked out and a framework for action to adapt the law to the changed circumstances, including a specific standard proposal, is presented.
Die Sicherstellung einer nachhaltigen bundesweiten Trinkwasserversorgung in Deutschland steht aufgrund bereits veränderter und sich noch wandelnder Herausforderungen, allen voran dem Klimawandel, auf dem Prüfstand. Die Qualität und Quantität von Trinkwasser werden zunehmend gefährdet, was bereits Nutzungskonflikte auslöst. Die Autorin beschäftigt sich mit den Veränderungen und Herausforderungen, die die Trinkwasserversorgung gefährden und ordnet sie in das Rechtssystem ein. Dabei arbeitet sie die Defizite heraus, die sich durch die Auflösung von Nutzungskonflikten anhand der bestehenden Rechtslage ergeben. Zudem wird ein Handlungsrahmen zur Anpassung des Rechts an die veränderten Gegebenheiten inklusive eines konkreten Normvorschlags vorgestellt.
