Südafrika ist eines der am stärksten von HIV/AIDS betroffenen Länder der Welt und die Epidemie hat dramatische Auswirkungen auf alle gesellschaftlichen Bereiche. Gleichzeitig ist Südafrika wirtschaftliches Zugpferd und Hoffnungsträger des Kontinents. Ist Public-Private Partnership in dieser Situation ein erfolgversprechender Ansatz? Durch welche Bedingungen wird seine Nutzung beeinflusst? Zur Beantwortung dieser Fragen werden Faktoren der internationalen, der nationalen und der Projektebene untersucht und in ihrer Bedeutung gewichtet. Die Analyse der Interdependenzbeziehung der Ebenen generiert Ansatzpunkte, um die PPP-Potenziale im Kampf gegen AIDS in Südafrika noch wirksamer auszuschöpfen.
Die so gewonnenen Einsichten bieten einen Kompass auch für die Strategieentwicklung in anderen afrikanischen Ländern und in Regionen mit neu entstehenden Epidemien, z.B. in Osteuropa, China oder Indien.
englischSouth Africa is one of the countries most affected by HIV/AIDS in the world, the epidemic dramatically impacting all spheres of society. At the same time, South Africa is the economic locomotive of the continent and a great hope for the future. Are Public Private Partnerships a promising strategy? Which are the conditions that influence their implementation? To find answers to these questions, factors on the international, the national and the project level have been evaluated and ranked. The analysis of the interdependence of these levels generates starting points from which to more effectively tap the potential of PPPs in the struggle against AIDS in South Africa. The insights derived from the analysis offer a roadmap for strategy development in other African countries and in regions with newly emerging epidemics, for example in Eastern Europe, China or India.
