Das Innovative des Modells zeigte sich darin, imperiale Herrschaft und koloniale Autonomie durch eine föderale Organisation verknüpfen zu können. Seine Exklusivität speiste sich aus der Maßgabe, dieses Vorhaben imperialer Reform auf Großbritannien und die Siedlerkolonien in Kanada, Australien, Neuseeland und Südafrika zu beschränken.
